Also note, that those actions were not strictly along Political party 
lines, they were all quite bi-partisan actions.

Viet Nam was ended, when Congress refused to give any more funds.

Even if a President declared himself Commander in Chief, without 
Congressional Authority, and took the nation to war, only congress can 
grant the funds, so any 'conflict' would have to be funded with what 
ever the military had on hand, and without having secured future funding.

It takes both parties AND the President to go to War.
