To develop b&w film you don't need a darkroom, I've been using a changing bag 
for years.  You just need to get the film into the tank in total darkness, the 
rest of the process is completed in full room light.  Developing tanks & reels 
(and any other darkroom gear) is dirt cheap these days if you buy used.
