(I'm not sure if this'll be the same for you, but...)
If you use your right-click mouse-button on the icon you
use to start up IE, you should see that one of the options
is to "Run" the program in a "Normal Window", "Minimized"
or "Maximized". You could try changing that to "Maximized"
and see if that does what you're after.
