Just by finding out which cell phone company antenna is handling your phone,
your location can be identified to a relatively small area. If multiple cell
phone company antennas see your phone, they could probably get your location
narrowed down to a fairly small area. Old fashioned RF direction finding is
very different from GPS. I doubt that many phones have GPS circuitry.

The GPS function is part of the E911 required functionality.
Even when you turn that function off, when you dial 911, the GPS data is
available regardless of the setting.  This only affects 3rd party software
that is used for employee location tracking.
