Filters vary according to the actual density of the filter but the 
exposure factor for an orange filter is probably about 4.  It may be 
written on the edge of the filter.

A filter factor of 4 means to increase the exposure time by 4.  The 
number of stops is the square root of 4 or 2 stops.  If the indicated 
exposure was 1/500th at f/16 you could shoot at 1/125 at f/16 or 1/500th 
at f/8.
