My solution has been to buy an IDE drive on sale and add an external USB 
  2.0 conversion case.  You can install the drive in the case in about 5 
minues.  Hitachi, Seagate and Western Digital 160GB drives have been 
selling at $40 after rebate for the past several months at stores like 
CompUSA, Best Buy, etc. but they may not be advertised every week.  I've 
grown partial to Seagate lately since the Western Digtal drive cloning 
sofware wouldn't work on my Win 2K machine but the Seagate does.

Finding a good USB case (with a fan) isn't as easy but they can be had 
for $30 if you look hard (and long).

I haven't been too much concerned with the reliability of  my external 
backup drives since I only run them when they're actually making a 
backup.  If the external case has an on/off switch just shut it off when 
not using it.  But be sure to tell Windows ahead of time so that it 
doesn't natter at you.
