Pelican offers a hybrid approach.  See:

Their description:  "Convertible Travel Bag is a top and side loading
padded gadget bag made to fit inside any Pelican 1520 series case." 
The 1520 is one of those hard, waterproof cases.

Not ideal for all applications, but certainly useful for some.
