If I follow what you're saying the screw that mounts the ball head to the 
tripod  is too long?

A spacer placed between the ball head and the tripod might be a quick way to 
use up the extra length. If the spacer makes it so that it works, you could 
probably find a shorter screw or get a replacement part and grind it down.

There's no screw other than the one to fix the head. This pulls the
outer head shell down against the ball (probably like any other ball
head), but the sloped thing on the tripod it pushes against is not
long enough, so the screw hits the center column before the ball is
tight.
