When you set the shutter dial to "1" and fire it on manual, does the shutter 
stay open for approx. 1 second?  If not, speed gear inside body could be out 
of position, which would mean that when you are set to B or red 60, inside 
gear is actually set to 1 or 1/2 second.   If B works as it should, and red 
60 fires without batteries, then gear position is probably right. Adjustment 
for relighting the meter may be way out or camera could be tampered, which 
could explain why lcd illuminator doesn't work.  In this case relight switch 
may be always on, which would prevent meter from turning off even after the 
allotted time
