The Customs examiner takes the declared value and the invoiced S(&H) cost as
the basis for the duty charge, so there is the risk that you will be charged
duty on $30 + $25 regardless. 

And in the case of currently available, popular, high-value items, there is
also the risk that the examiner will know perfectly well the value of an
iPod, and ignore the declared value!

Yes, but that would be the actual shipping cost, not the cost that the
seller charged you for shipping.

For example, take a $50 item and assume the normal shipping cost is $5. The
total would be $55. Now if the seller sells you the item for $30 and charges
you $25 for shipping you are still paying the same $55 before any taxes or
duties are applied. But, now the taxes and duties are being applied on an
item with a declared value of $30. If the shipping cost is added to that
total then it's still only based on a
$35 item, not a $55 item.
