I lived through Typhoon Rose in Hong Hong ....... a direct strike on Hong
Kong Island ..... in July 1971 with 165mph winds. A sensible city builder
did not build the place at below sea level.
What can you expect with below sea level constrution ? Perhaps a class
action lawsuit against who ever built the dykes and sea walls.
