I read somewhere that seismologists were very keen to get a warning out 
but had no one to call who could actually do anything in the way of a 
mass warning - clearly an authentic structure needs to be in place as 
major radio stations, governments, etc. aren't just going to take your 
word for it!
Bet they'll have one in place by next month.
