The critical question here is this:  Does the meter react to variations in light
or not?  By that I mean does the meter bar go up and down by varying the amount
of light entering the lens _alone_.

If the meter no longer moves up and down as you vary the light level, you've got
a head-amp failure, and nothing will fix it except replacement of the main
circuit (which is no longer available).

To contrast that, we also see erratic meters, where the meter bar jumps up
and/or down, usually upon changes in various inputs such as the ASA, aperture
ring, etc.  And with interruptions in power, the whole meter display would
disappear, then reappear, not just the meter "bar".  This sort of problem is
usually repairable.
