Your description of what you are doing doesn't make complete sense to me
Andrew.  Is the camera set to AUTO or PROGRAM?  In the latter mode, the
camera will determine the aperture for itself (using the value you have set
on the lens as a minimum).  So even though you have set f/64, it may only
stop down to f/5.6 if that is what the light determines (but if you had set
f/4, it would use f/4).

Yes, it will always use 1/60, as CH says.  If you want to prevent that, you
could tape over the flash contact nearest the shutter release.  You will
lose the viewfinder flash-ready display - but I don't know how it affects
the OTF exposure.

You don't need slower speed for macro with flash unless you want to capture
far end ambient light. Generally longer speed will not help to get more
light onto the film with flash, the flash duration is fixed at very high
speed say 1/1000s for T32 at full power.

If you give up TTL control you can use any speed below 1/60s, just set the
camera to manual mode and select the speed you want.
