Use the shift lens to meter, just don't apply any shift;
1.) point the camera to cover the area you want in the image without any
shift
2.) set the exposure
3.) level the camera and shift to cover the desired area
4.) check that stop down is still stopped down
5.) take the picture.
or better yet use autoexposure (after checking the readings without any
shift).
