I have both, although the Tokina is defective. The Tokina was bought with a
buch of stuff on eBay, but I got a 45GBP refund for the defective Tokina.
The build quality of the Tokina does not seem to be in the same class as
the Tamron SP 17mm, whish is a very solidly-built lens. I have the version
with the inbuilt filters, which I have found to be very useful in practice,
especially as I do not have the lenshood that is necessary to hold (82mm)
filters in the filterless later version.
I would strongly recommend the Tamron.

21mm would be too close in perspective, I need something wider.
