The other way to achieve this effect is via the process known as "duotone."
It is used when printing fine photography books to achieve higher quality
images through the use of two ink colors, say brown and black, instead of
just black.  Very effective and a pleasant treatment when done well.

The full versions of Photoshop can make duotones (one of the reasons that I
spent the extra cash for the full version instead of Elements or LE).

This example isn't really sepia, but you get the idea.
