There are 3 issues in your questions.

Skylight 1B changes the color balance of pictures. It is slightly pinkish to help skys look bluer. UV is supposed to be color neutral

If the filter is optically ok and multi-coated, the potential for effect on the image from reflections, etc. is very low.

If the filter is defective, it can really cause image degradation. The problem is that the naked eye can't tell if it's ok. See the 50/1.4 comparison test with and without filter on Gary's lens tests <http://members.aol.com/olympusom/lenstests/default.htm> . A few weeks ago, a listee griped endlessly about his new lens (24/2.8 ?). All kinds of possible causes and solutions were proposed. One was my suggestion that he remove any filter that came with the lens and try it again. Problem solved. So, if you want to use protective filters and don't have access to a vertical auto collimeter, take test shots wide open (where the effect is greatest) with and without the filter before using it for any important pictures.
