Wait for the buyer's reply. It's happened to me that a bidder had what
appeared to be an overseas address, but was in fact in the USA. If he is
located in France, you do not have to sell the item to him. Last week I
refused to sell an item to a fellow from Hong Kong. eBay is perfectly clear
about the matter. You have the right to ask the next bidder if he wants the
item. In fact, that's what I did with the Hong Kong situation, and the sell
was completed.
I did the research on eBay to find out these facts, but they've changed the
site so much, I'm not certain where it is now.
