I think you may be confusing "like" with "are unable to rise up against the
armed government". I doubt a lot of folks in Cambodia were particularly
pleased with government policy when Pol Pot started killing the population
there, but they didn't overthrow him from within there either.
Now, I'm not comparing the Taliban's current restrictions with mass murder,
but it's terribly easy to say "why don't the people just oust the
government" from a long way away.
