I think Samyang still does make an 18/28 4-4.5 zoom. I bought mine about a year and a half ago for $150.00 A couple of differences that I could see between theirs and the one shown on the German Ebay picture is the knurling on the rubber grip and the f stops are also reversed on the Samyang.

Unless this is an older lens, the manual focus Samyang/Phoenix/Vivitar is a
19-35mm zoom, not an 18-28mm.  However, it would not surprise me if it were
made somewhere in the Pacific Rim.  Exakta started doing that with at least
some of its lenses a long time ago . . . before the reunification of Germany.
