 Temperatures ,as they approach freezing, can cause components of
photographic formulas to spontaneously precipitate out of solution-
even if the solution itself doesn't freeze. It then becomes very hard,
sometimes impossible, to redesolve them back into solution. 

1.If the bottles were never opened and 
2.If they are still clear of any residue and/or flaking. 
Then I would say they are safe to use. 
I would get them to a warmer climate, then run a test roll first for
safety.
