I always thought that the white eye syndrome was actually the flash
reflection off the back of the eye's lens. Doesn't seem to happen as much as
red eye, I assume due to the need for a very specific angle of reflection.
That would depend on the subject looking directly at the camera lens, and
the flash/distance ratio providing the correct angle of reflection.

Just my crazy idea...
