Batteries in or out will have no effect on ss dial tension.
There is no "default" shutter speed.  If batteries die, shutter will lockup
(mirror up, white pattern showing on curtain).  "Off" position   will give a
maximum speed of approx. 1/45th in the 2N (in lowest light or try with cap
on).

In the 2, the "off" speed maximum is governed by the asa setting.  Low asa
equals longest "off" shutter speed (test with lens cap on).  Otherwise "off"
will give correct auto exposure if you are shooting in bright enough ambient
light to give you a realized shutter speed above 1/45th.
