It depends on what features you want.  Key differences:

The "3" has a mechanical shutter and therefore the batteries are only used
for operating the meter.  However, it is a fully manual camera without
aperture priority "AE" mode, but the TTL metering operates much like the
"4" in "Manual" mode.  The "3" doesn't have a self timer either.  Without a
separate mirror lock-up, this means you cannot prefire the mirror and
aperture stop-down.

The "4" has an electronic shutter with a mechanical "B" and "1/60th"
position, aperture priority "AE" mode, a "Manual" mode that operates much
like the "3" (except electronic shutter), and a self-timer.  One of the
uses for the self-timer is to prefire the mirror and aperture stop-down,
which actuate immediately upon depressing the shutter release.  The
self-timer only delays the shutter travel.

The mechanical shutter in the "3" will continue to operate under extremely
cold temperature conditions.  However, the meter may not function correctly
for the same reasons the shutter will quit working on the "4."  The
chemical reaction inside the batteries ceases below a certain temperature
(well below freezing) affecting anything powered by them.
