Mike,
I have gone through SafeHarbour on one occasion with an eBay user and fake
bidding. Even after the investigation and confirmation by eBay their only
action was to "warn" the individual. Separately they advised me that it
would take 3 more complaints about the same thing before they would make
any attempt to refuse his account. Quite frankly eBay not only does not
follow their own policies, it takes weeks to get any kind of response out
of them. The 'net and eBay are both real Wild West - you takes your chances.
