I would try to scan both halves separately, with the scanner software set to
neutral (i.e. no automatic brightness or contrast enhancement) to make sure the
two scans are identically rendered. Then the software can be used to stitch both
scans into a single image. Retouching tools can remove scratches, and missing
pieces can be filled by copying parts from nearby and similar areas of the
picture.
Alternatively, you can scan both halves in one time, but with a gap between the
two halves. This already produces one single image. The use the selector tool to
select both halves, carefully following the torn edges. Convert both selections
to objects and move them together. Maybe the character of the picture will allow
a certain overlap.
If the structure of the cardboard doesn't allow it to be put flat at all, giving
unsatisfying scan results, then maybe you could first take a picture of it using
a macro lens, then use this image as base for the stitching process.
