Ken,
Sometimes we assume, and get into trouble.  I would at first assume you've 
decided for whatever reason that a ballhead wouldn't work.  Perhaps, you 
just might not be aware that they are available separately.  If that is 
true, they are available separately.  Most will screw onto either 1/4 inch 
or 3/8 inch threads.
Good ballheads are made by Bogen (Manfrotto), Giottos, Kaiser and a bunch 
of others.  Some of the smaller Bogen heads are a little rough, but are 
certainly sturdy.  I just acquired 2 small Bogen heads for ~$30 each and 2 
medium Giottos heads for ~$50 each.  The Giottos blow the Bogen 
(Manfrottos) away.  Smoother and sturdier.  The small Giottos heads were 
also better than the Bogens.
Bogen also has a rubber dohicky that you can attach to a monopod to tilt 
the camera vertically when you desire, cost ~$15.

I have been doing a lot of shooting recently using a Velbron monopod.
In the Olympus tradition, this is a lean, mean solution to the problme
of too little light and too many mm's of focal length.  I've been very
happy with it...

except.

except when the urge strikes me to use a vertical composition.

On the monopod, I'm stuck at horizontal.  I'd really like to be able to
flip from horizontal to vertical (and be rock solid in either
configuration.

Surely such a gadget must exist.  Any pointers?

..a hinge would do...
