I have a 21/3.5 and the Cokin P system.  There is only very slight vignetting.
My Cokin ND grad was greenish and ruined several Death Valley sunset pictures
(I know, I know, test unknown equipment before using).  I recently bought a
HiTech ND2 grad and hope it does better ($35.00 at a photo swap.)  The HiTech
is nice because it is 11 cm long-enough to cover the need for a grad at either
the top or bottom of the photo. I have some Cokin 49mm predecessors called
Chromofilters but the horizon always has to be in the middle of the shot. The
Tiffens are all glass I think but pricey.

Singh Ray suggests a 2 stop soft and 3 stop hard for an initial set up.  The
downside is that they are also plastic.
