I believe you and many others are doing the fine upstanding people of the
province of Quebec and the cities of Montreal and Quebec City a grave
disservice. As someone who has been there many times and has done business
with several companies in the area I feel there is only one ethical
standard and in this case it is not typical of what one may generally
expect dealing with the Quebecois.
