It can´t, the F280 supports in MANUAL mode only the full flash GN
calculating methode.

There is OTF flash metering in the OM-3Ti, "shutter control" will not
control the shutter (you do this, it´s an all manual camera) but cut off
flash emission (like William said).

This is true for (nearly) all OTF flash metering, the flash will not be
triggered until the shutter curtain is fully open (syncronizing).

The shutter of the OM-3Ti is high precision mechanical shutter, with an
accuracy of better than 1/4 stop for all the times (has been tested). 
This is more precise than the readout of the OM-3Ti meter.

I think, the OM-3Ti OTF works only with a flash for times lower than
1/60.
As far as I know, does the full sync flash, on the OM-3Ti, work only
with the GN methode.

TTL stands for "through the lens" and indicates an built in meter, which
looks through the lens.

OTF stands for "of the film(plane)" and indicates an build in meter,
which reads the light from the film(plane). It´s always an TTL meter.
This has been used for flash and non-flash exposures.

Autodynamicly stands for a meter, which reads the light during the
exposure and regulates the exposure in realtime.
