Yes, manual mode is always spot. Auto and program are always center weighted.
A compromise, but not a bad one IMHO. I find when I'm using spot metering I
tend to be working more slowly (the price I pay for thinking about what I'm
doing, I guess!). In those situations working in manual mode is not a big
deal.
