It's simple, the release button won't go back up because the pivot (behind the
front plate) is rusted.  You'd have to remove the circuit and completely
separate the from mirror box casting from the rest of the body to get at it.
Good luck.
Its way way too much to try to describe in email.  And considering its a 10,
labor rates put it in the "beyond economical repair" category.
