Well, how about that. I just tried it again - finally found the RAW
files in the camera roll (they show up as blanks) and tapped on one to
import. It takes a while - guess because it's running a conversion --
but it finally opened in LR Mobile.
So, I guess I was wrong.

the same things you can do on desktop: adjust white balance, recover
blown highlights, access the original color data, editing an
uncompressed photo, and more, “all using the exact same technology
that powers Lightroom on your desktop.”
That was in July, 2016.
