One word: "hills."

Having driven in both Philadelphia and Seattle, I can assure you that even a 
small amount of snow is a much bigger thing where you routinely have 7% grades 
on major routes, and even 20% grades on side-streets and driveways.

We've got over 60 cm (24") on the ground right now, with an additional 20 cm 
(8") forecast before the sun comes out tomorrow. It's coming down about an inch 
an hour right now. That's a bit much for even where the streets are flat! There 
are about 8,000 people without electricity, which a lot of people depend on for 
heat and well water here.
