Velvia, but would occur in both. From what I've been able to
determine, it's caused by surface refraction in the surface of the
film. Fujifilm essentially "frosted" the surface of Velvia and Provia
to help the highlights. With a diffuse light source, there are no
artifacts. With a pinpoint or columnated light source, the light would
refract away from the direction of the scanner's sensor resulting in
black dots.
