It can. Filters=>Camera Raw Filter.
About all it's missing, 'cause it doesn't have the info from a Raw file, is 
absolute color temp.
It's also possible to open JPEGs directly into ACR.
OTOH, I tried correcting perspective on Nathan's kids in LR and with the PS Lens Correction Filter. Pretty decent, but 
imperfect. Edit=>Transform=>Distort does the job right.
