I agree that the problem list would be huge. But, like for anything else,
there are some pretty smart people out there.

I remember that in Baltimore, many years ago (mid-1970s), there was some
sort of city plan where decaying, abandoned houses (row houses, I believe
they were) were sold for a dollar with the proviso that they had to be
repaired and owner occupied within a certain amount of time. No idea
whether or how the owner of record was compensated, or if the property was
simply condemned and seized.

That may not be the "right" solution (owners of record should receive some
sort of compensation, I think), but at least the city tried something.

I suppose the problem out in the fly-over states is more one of not enough
incentive to live there, because of too few
jobs/opportunities/services/whatever.
