I think that that is slang use, Charlie.  In the RAF we have long used ‘dank’ 
to describe anything we didn’t like, but I’ve always taken it to mean damp and 
unpleasant (but not about the weather).  

However, it seems from my Shorter Oxford that it could refer to weather 
conditions.

I think that your child must have been right.
