Not true everywhere. Not for the 25 million drivers in Calif., for example. Nor
is passing on the right on a multi lane
highway illegal.
The realities of heavy traffic on umpteen lane freeways simply makes such laws
meaningless, and impossible to enforce.
One may be pulled over, lectured at and possibly cited for holding up faster
traffic in the left lanes, though.
