Thanks for all of the comments, folks.  Yes, the shed was to protect the
decking.  Ironically, all of the timber on that bridge is original....
EXCEPT the decking!  However, I suppose since the decking is the only part
of the bridge that sees physical wear, after 140 years or so, it's to be
expected.
