UPS is United Parcel Service, a private company that delivers packages. USPS
is the United States Postal Service, which is the US government's postal
service. In some small towns in the USA, the post office will not deliver
mail to houses or businesses; instead, they give everyone in town a box at
the town's post office where they can go to pick up their mail each day. Its
totally safe to mail to PO boxes, they're locked and inside the post office.
UPS cannot deliver to post office boxes since only the postal service is
allowed to do so, so for UPS you need to use the actual street address of
the place you're sending something to. For the postal service use the PO
box.
