You won't find any better resource than "Digital Restoration from Start 
to Finish: How to repair old and damaged photographs" by Ctein.  I have 
the first edition, this listing is for the second edition.

At $18.89 the price is excellent.  I think I paid much more for the 
first one.  I briefly reviewed the table of contents.  It seems that the 
page count has been cut by about 50 pages but it also seems that the 
subject material hasn't been reduced that I can see.  Maybe just smaller 
fonts?  Also, the software tools section has been brought up to date 
with more modern versions.  The price is low enough that I may even 
update my own copy.  In fact I just added it to my Amazon wish list for 
ordering later when I have more stuff to get over the $25 limit for free 
shipping. :-)

Also very good is Katrin Eismann's book "Adobe Photoshop Restoration & 
Retouching"  This listing is for the third edition.  I have the second. 
   I would suggest owning both but would recommend starting with Ctein 
if you can have only one.  Ctein's book is more complete, has unique 
methods within and costs less than Eismann's book.
