That's a feature that Ken mentioned a couple of years ago.  I think that it's 
designed to allow you to have a camera stabilised somehow, such as with a 
tripod, and use the normal shutter release.  You press the button and the delay 
allows any vibrations time to settle down before the picture is taken.
