This is clearly not true of scanners I have and have had. From flatbeds 
where the light/sensor bar moves across the fixed subject to film 
scanners there the film moves past a fixed light/sensor position.

At lower resolutions, the moving part moves faster ( and sounds quite 
different ) and the result is available in much less time.

Whatever theoretical ideas one may have, sensible market design takes 
into account practical aspects of those for whom time is limited and/or 
expensive.

The only "scanning" I've done where that was true was using the 5D with 
Oly bellows, 80/4 Auto macro lens and slide copier.
