Looks like specular highlights. A very high intensity small spot that
is creating some aberrations, perhaps in the lens coating, that was
not designed for because the lens engineers didn't design for such an
unusual situation.  I've gotten something similar when shooting sand
in the bright sun. A very bring spot of sun will bloom out and make
these little discs of light, although not colored as in this example.

Here's an example that might be related; don't know for sure.
