It appears Terminal 5 was a triumph of arrogance - none of the
testing done was at anywhere near actual normal loads and the
concerns of staff involved in testing were ignored. 'It'll be alright
on the night.' We do seem to love grand openings when gradual phase-
ins would be so much more sensible.
