Although I like Andrew's answer better...

I'm not sure how to describe it. But if it brings some humor, I'll give it a
try:

When I hold the filter (clean, I might add) at a sharp angle to a bright
light source, there's a section of the outside piece of the glass that seems
to
reflect the light in a different way. A little brighter, and several
colors... like maybe some of the coating is thin, or missing. Don't know. The
anomaly
is always in the same place, no matter how I rotate the two sections, and
never causes a problem in the image. Perhaps the '60's are getting to me again.

So, I guess, after thinking about it, this filter makes me pretty happy
after all. :-).

I would try to post a photo of the anomaly, but the Mrs. and I are in Las
Vegas celebrating our 30th. Maybe next week.

What is the "visual anomaly", distortion, ghost image ?
