You're apparently not looking far enough down the file or right click
menu list. Instead of using "Open with..." look two items farther down
the main menu where you'll see "Open with Camera Raw..."
Also, under Edit -> preferences -> thumbnails (yeah, I know, not exactly
intuitive) you have an option of opening JPEG and TIFF in Camera Raw as
well. Very nice since it gives you the full set of ACR controls on JPEG
and TIFF.
