I remember that storing them at 30% was recommended, but I go though 1-2
batteries a week. It just seemed like the last 2 times I wasn't getting the
capacity I was getting before.

Li ion batteries don't like to be over-charged. A number of people
take the batteries out of their laptops because the constant charging
shortens their life. I think it is recommended to store them with
about a 30% charge.

I think most devices that use Li ion batteries are smart enough to
turn off when the battery voltage drops too low. It isn't necessary,
likely damaging, and  difficult to completely discharge them.
